As CBTA and EBT become increasingly embedded across aviation training, moving from programme design to successful regulatory approval can be one of the most challenging parts of the process.
This practical, expert-led workshop is designed to help airlines and Approved Training Organisations (ATOs) better understand what regulators expect, how to prepare for approval and how to build a robust submission that stands up to regulatory scrutiny.
Led by IATA, the workshop will take participants through the regulatory framework surrounding CBTA and EBT, from Training Needs Analysis and competency framework development through to assessment methodologies, documentation, programme validation and ongoing compliance.
Using practical examples, case studies and lessons learned from approved programmes, participants will explore how to:
- Understand the ICAO CBTA framework, EASA requirements and regulatory expectations
- Navigate approval pathways, responsibilities and timelines
- Build an effective CBTA or EBT approval package
- Develop competency frameworks, course design and assessment and grading systems
- Integrate Threat and Error Management (TEM) effectively
- Demonstrate programme validation and monitor training effectiveness
- Prepare for authority reviews and manage regulatory approval meetings
- Maintain compliance and build a sustainable implementation roadmap following approval
The day will combine expert guidance with practical examples and interactive discussion, giving participants the opportunity to raise questions and explore some of the challenges they are encountering within their own organisations.
Who should attend?
The workshop will be particularly valuable for professionals involved in the design, implementation, approval or oversight of CBTA and EBT programmes, including airline and ATO training leaders, Heads of Training, training managers, instructors, programme developers, compliance and regulatory specialists.
What will you take away?
By the end of the workshop, participants should have a clearer understanding of the complete approval journey – what needs to be prepared, what authorities will be looking for, where programmes commonly encounter difficulties and how to approach the approval process with greater confidence.
Moderator: Paulo Peixoto
Paulo Peixoto joined the International Air Transport Association (IATA) in 2024 as Senior Manager CBTA Center of Excellence, where he supports the Head of Training and Licensing in advocating for and promoting Competency-Based Training and Assessment (CBTA) across States and the aviation industry.
He began his career as a Navigator in the Portuguese Air Force, primarily flying C-130 aircraft. After leaving the military, he leveraged his degree in Management and postgraduate qualification in Quality Management to take on several managerial roles in civil aviation, particularly in training-related organizations, including acting as a Flight Instructor.
Prior to joining IATA, Paulo served as Head of the Personnel Licensing and Training Department at the Portuguese Civil Aviation Authority (CAA). He then moved to the UK CAA as a Licensing Standards Inspector (ATOs), before joining the Qatar CAA as Head of the Personnel Licensing Section.
Paulo brings a strong combination of expertise in personnel licensing and regulatory oversight, along with deep insight into pilot training and standards.
